The definition of foreign employees in MitID Erhverv refers to those who do not have a CPR number (a Danish Civil Registration number) but need to act digitally on behalf of a Danish organisation in Danish self-services.

Important notice: Issues with passport scanning in the MitID app

Some foreign employees may experience difficulties scanning their passport or ID card in the MitID app when activating a private MitID without a CPR number.

Employees who are unable to scan correctly in the MitID app cannot be created as users in MitID Erhverv – even if they have created their private MitID by attending a citizen service centre in person. This is because a MitID without a CPR number, which can be created at a citizen service centre, does not meet MitID Erhverv's security requirements.

You must complete 3 phases to create your foreign employees without a CPR number

To create foreign employees as users in MitID Erhverv, your organisation must first have concluded the connection agreement with MitID Erhverv. Then, follow these 3 phases:

  1. The foreign employee creates a private MitID without a CPR number. The employee must be able to scan their passport/ID card correctly in the MitID app when activating their private MitID. A private MitID created by attending a Citizen Service Centre in a Danish municipality does not meet MitID Erhverv's requirements.
  2. As a user administrator, you create the employee as a user in MitID Erhverv following the standard proceess.
  3. The employee must activate themselves as a user in MitID Erhverv by following the activation link in the activation mail.

Phase 1: The foreign employee creates a private MitID without a CPR Number

To obtain a private MitID without a CPR number that meets MitID Erhverv’s requirements, the following are needed:

  • A phone capable of scanning the employee’s passport or ID card.
  • A passport or ID card containing a chip to verify the employee's identity. The passport or ID card must be valid and not expired.
  • The expiration date on the employee's passport or ID card must not be passed.

Please note that an employee cannot obtain MitID Erhverv if their passport cannot be scanned in the MitID app. The page referenced above explains that individuals possessing a passport that cannot be scanned can still obtain a private MitID with assistance from Citizen Service in Denmark. However, a private MitID issued in this manner does not meet the security requirements for MitID Erhverv.

If the foreign employee does not have a CPR number, they will obtain a P code to create their private MitID. A P code is an 8-digit code the employee enters in the MitID app under the creation process.

The P code is valid for 60 days and can be used for up to 3 attempts. Once the P code has been used successfully, it can no longer be used.

The employee must contact MitID Support themselves at +45 33 98 00 10 to get a P code. Another person from the organisation (e.g. a user administrator) cannot call support on the employee’s behalf.

The employee must download the MitID app from their usual app store (e.g. Apple App Store or Google Play). It is important to select the MitID app published from the Agency for Digital Government.

The employee must open the app and begin the activation process. Select: "Passport/ID card".

The employee must accept the terms, conditions and privacy policy.

The employee first selects whether they are using a passport or ID card to confirm their identity.

The employee must select the country that issued the passport/ID card.

The employee is then prompted to enter a Danish CPR number or P code. Here the employee enters the P-code from MitID Support.

The employee must then use their phone to:

  • scan the passport's or ID card's code
  • read the passport's or ID card's chip
  • scan their face.

A user ID is what the employee must enter when confirming their identity during the activation of MitID Erhverv in phase 3. It should be easy to remember, but difficult for others to guess. It is very important to store this user ID securely, as the employee may need to use it again, for example when MitID Erhverv needs to be created again. Otherwise, the employee will have to repeat this phase.

Once the user ID has been created, the employee must enter their phone number. The employee will receive a temporary code via SMS and must enter it in the MitID app to link the number to the MitID app.

To activate private MitID, the employee must choose how they wish to use private MitID going forward:

  • On the phone on which the employee has scanned their passport
  • On a different phone/tablet, if the employee wishes to use a different phone or tablet than the one used to scan the passport
  • With a MitID code display, code reader or chip.

Phase 2: A user administrator creates the employee as a user in MitID Erhverv

As a user administrator, you can create the foreign employee as a user in MitID Erhverv when the employee obtains private MitID without a CPR number. The process for creating foreign employees with this type of private MitID is the same as for users possessing a private MitID with a CPR number. However, you must select options other than private MitID under authenticators.

If the employee’s name contains special characters (e.g., é or ü)

Please type the employee’s name using a simple character set (A-Z) when creating employees whose names contain special characters as users in MitID Erhverv. E.g. Ø should be typed as OE.

Typing special characters using a simple character set minimises the risk of errors when creating users. The employee’s name, written only in a simple character set, can be found in the passport’s code line on the photo page.

Phase 3: The foreign employee must activate themselves as a user in MitID Erhverv

The foreign employee will receive an activation email containing the link they must follow to activate their account in MitID Erhverv.

As an administrator, you must share the employee's temporary activation code in a secure manner. This is because the employee has been created in MitID Erhverv without a CPR number.

Please note that the employee will receive a separate MitID. This means that:

  • the employee will receive a new MitID, which should only be used when acting on behalf of your organisation.
  • the employee will receive a user ID for MitID Erhverv in addition to the user ID they have for their private MitID.

Some foreign citizens experience difficulties scanning their passport/ID card correctly in the MitID app when activating their private MitID without a CPR number. If your employees is unable to scan their passport/ID card correctly in the MitID app, they cannot be created as users in MitID Erhverv. This also applies if they visit Citizen Service Centres in Danish municipalities, as the private MitID without a CPR number created through this visit does not meet the security requirements of MitID Erhverv.

A separate MitID is a MitID that a user in your organisation uses only when acting on behalf of your organisation. It is a new MitID created when the employee was created as a user in MitID Erhverv, and the employee also has a private MitID alongside it.
